As a measure to accommodate last minute travel arrangements to Sri Lanka, the immigration and emigration department of Sri Lanka has announced the resumption of issuing visa on arrival at both Bandaranaike International Airport (BIA) and Mattala Rajapakse International Airport (MRIA).
This service has resumed for a limited number of bonafide travellers who are fully vaccinated and is in effect since 07.10.2021.
This is a service initiated for last minute travel arrangements and for those who do not have sufficient time to apply for an online ETA. All other travel protocols and rules will be considered before granting the visa upon entry.
However, it is highly advisable to apply for an online ETA to ensure expediency and to avoid any delays at the arriving airport.

The Health Ministry of Sri Lanka has released a set of simplified regulations for travel in Sri Lanka;
Travellers (2 years and above) to carry a negative COVID-19 PCR test report and the original vaccination card (if applicable) in English, done within 72 hours prior to embarkation. Pre-infected Travellers (during past 3 months) to produce the above or a Rapid Antigen Report (in English) 48 hours prior to embarkation.
Procedure after formalities at the Airport
Free to travel to the community WITHOUT any other tests or quarantine stays.
Unvaccinated Children of Vaccinated Parents
Up to 12 Years: No further tests are needed.
12 – 18 Years: Day 1 PCR to be done at a Lab in Katunayake or Level 1 Safe & Secure Hotel before being allowed to go to the community.
Unvaccinated/ Partially Vaccinated
Arrival PCR Test and undergo a 14-day bio-bubble travel in Level 1 Safe & Secure Hotels.
Exit PCR Test/ RAT on Day 12 and be released on Day 14.
Unvaccinated Children of Unvaccinated/ Partially Vaccinated Parents
Up to 12 Years: No tests are needed
12-18 Years: Protocol same as ’Unvaccinated/ Partially Vaccinated’ Parents.
Pre-infected travellers (within the past 3 months) and arriving with a single dose of vaccine taken 2 weeks after recovery.
If arriving 14 days post-vaccination, the above protocol for ‘vaccinated’ will apply.
If not fully vaccinated, should arrive after obtaining a single dose of Astra Zeneca/ Pfizer BioNTech/ Moderna Vaccine.
If 14 days have not passed post-vaccination, protocols under ‘departed within less than two weeks post-vaccination’ will apply.
Unvaccinated children, up to 18 years will be free to move to the community with their parents.
*For travellers departed within less than two weeks after completion of recommended doses of vaccination, protocols under ‘unvaccinated/ partially vaccinated’ will be applied until they complete Day 14 post-vaccination.
The above protocol will take place with immediate effect until 31 October 2021. This will be revised depending on the COVID-19 situation in the country and globally.
The latest travel protocols, the Ministry of Health in Sri Lanka has updated a few regulations which are indicated in red for your perusal.
Travellers (2 years and above) to carry a negative COVID-19 PCR test report and the original vaccination card (if applicable) in English done within 72 hours prior to embarkation (Rapid Antigen report is not accepted).
All travellers (2 years and above) should undergo day 1 PCR testing at the Safe & Secure Level 1 hotel. Children below 12 years of age will be exempted if they continue to stay at a Safe & Secure Level 1 hotel.
a) Not Vaccinated/ vaccinated with first dose/ departed within less than two weeks after completion of recommended doses of vaccination.
PCR test on Day 1 – if negative, move within Safe & Secure Level 1 hotel and visit sites in bio travel bubble for 14 days (including children between 2 to 18 years).
PCR test between Day 11 to 14 – travellers to undergo the test and upon a negative result, travel freely within the community (including children between 2 to 18 years).
b) Travellers who complete the two weeks period of receiving the recommended doses of vaccination during their stay at a Safe & Secure level 1 Hotel.
PCR test upon completion of 2 weeks (in addition to Day 1) – If negative, move out of bio bubble and travel freely (including children between 2 to 18 years).
c) Fully Vaccinated Travellers/ departed two weeks after completion of recommended doses of vaccination.
PCR test on Day 1 – if negative, can move out of Safe & Secure level 1 hotel/ travel bubble and move freely (including children between 2 to 18 years).
PCR test on Day 7 – not required if day 1 PCR is negative. However, non-vaccinated children between 2 to 18 years of vaccinated parents are required to undergo a PCR test on day 7. The result is to be informed to the area Medical Officer of Health by telephone or email.
* If accompanying travellers of children below 12 years are positive, they will also be subjected to PCR testing subsequently.
Countries with a temporary travel restriction to Sri Lanka Those with a travel history (including transit) in the past 14 days to India, South American countries and South African countries (South Africa, Angola, Botswana, Lesotho, Mozambique, Namibia, Swaziland, Zambia, Zimbabwe) will not be permitted to disembark in Sri Lanka until further notice. Restriction on Vietnam has been lifted with immediate effect.
The above protocol is effective from 08 July 2021. This will be revised depending on the COVID-19 situation in the country and globally. The above amendments indicated in red will be effective from 17 July 2021 onwards.
